I have a set of hyperspin 5 blade 28" on a GE dc PM 1/2 horse motor. On test stand, with nominal load, this motor would produce 18 to 20 volts @ 9 amps in 15 mph winds. After installation, and being connected to battery bank (much larger load), this same motor is only producing 12 to 14 volts @ 3 to 4 amps. My battery bank is taking FOREVER to recharge and never reaches 14.5 to 15 volts.

Now... I do have a 2hp pacific scientic 14.5 amp 120 volt dc continuous charge 3600 rpm motor. Will this motor solve my problem? which blade set would be best suited? torque 24?

You might see slightly better results with this motor but do not expect a miracle. Three TurboTorque blades would probably be a good fit for that motor.

You might be better off just trying to get your towers higher which would put them into better wind.... or get some more powerful generators.

what type of motor would you suggest? I would like 2 to 3 kw

To get 2-3 kW into a 12 volt battery bank, you need a generator that can make about 200 amps. This would be an extremely large generator to be able to make this current in reasonable wind. You would also need about 15-18 foot diameter blades if you want to make this power in 12-15 mph wind.
